The PMContraflow is a design build project and the design has not been finalized.  During a design build project the contract allows for flexibility to make adjustments  on the concept of the design during construction.  So far necessary additional deck repairs have been added in both the east and west bound direction which are a 150% increase in the lanes (from 2 lanes in each direction to 5 lanes in each direction).

To address traffic congestion, west bound widening will take place in two locations including the viaduct between the Pearl City onramp and the Waipahu offramp in the westbound direction.  See photos below.  Also, HDOT will be restriping the westbound lanes from the Halawa Merge (Aiea Pedestrian Overpass to Pearl City Off Ramp) to provide a shoulder lane for use during the PM peak period to help with rush hour traffic flow.

As for the PMContraflow initial concept, HDOT is currently looking at alternate designs and working collaboratively with the Federal Highways Administration (FHWA) and the contractor to make the improvements to address the westbound traffic congestion.  A final decision on whether the PMContraflow concept will be included has not yet been made.
