The beginning of summer brings with it a full schedule of activities for our residents. As beach days, barbecues and celebrations abound, I want to take a moment to share a warm mahalo for your support as we continue to take strides toward improving the quality of life for you and your ohana. Without your unwavering support we could not have secured the funding in next fiscal year’s budget for important projects in our Leeward communities.

This is why I want you to know that next week the City Council will consider passing this budget and sending it to Mayor Caldwell for his signature. In addition to the budget, there are several other important issues the Council will consider that may affect you and your family. I want you to know what they are and how to have your voice heard, which is why I encourage you to submit written testimony or sign up to speak at the meeting on these important issues:

Bill 26 (2013) – Addressing agricultural dedications for real property taxation purposes.

Bill 65 , CD1 (2012) – Adoption of a revised Ewa Development Plan.

Resolution 13-114 (2013) – Urging the formation of a Varona Village working group to address the housing needs and recommend alternatives for the property’s disposition.

Resolution 13-74, CD1 (2013) – Requesting the Honolulu Police Department to provide for firearm permitting and registration at the Kapolei and Kaneohe Police Stations.

To provide testimony on these bills and resolutions that will be considered by the City Council on Wednesday, June 5, 2013, call 768-3816 or visit to submit written testimony or register to testify in person that day.

The Parent Consultant is responsible for providing information, referral, technical assistance and advocacy to parents of children with special needs. The Parent Consultant conducts parent and professional trainings on Oahu and Neighbor Islands on special education roles, rights and responsibilities, IEP development, disabilities awareness and other related topics. Evening and weekend work will be required.


A Parent Consultant will possess great people skills, ability to learn detailed curricula, conduct research and have public speaking abilities. This person will be able to work independently and as part of the team, is adaptable to change, demonstrates tremendous initiative, and is ready for a challenging and rewarding experience.

A Parent Consultant will have personal experience and knowledge of Hawaii’s special education system and related Federal and State laws, and experience conducting presentations and trainings in the community. A degree in special education, human services, or a related field is highly desired.

The best candidates for this position are parents of children with disabilities.

Early Head Start – Head Start Programs



Recruitment #1473. FT. The Parent Child Educator II is responsible for the implementation of an individualized and comprehensive early childhood education program for prenatal women, children ages birth to three (3) years of age and their families.

Education / Training Requirements:

· Must be at least 18 years old.

· Must have thirty (30) hours of infant/toddler training AND twelve (12) months full-time experience working with children under thirty-six (36) months of age in a licensed early Childhood education program or center.

· Must have at least twelve (12) college credits in Early Childhood Education PLUS at least one of the following:

a. A Child Development Associates Credential; OR

b. An Associates degree in Early Childhood Education OR related field that includes coursework equivalent to a major in ECE; OR

c. A Bachelors degree in Early Childhood Education OR related field that includes coursework equivalent to a major in ECE.

The Preschool Development Specialist administers developmental, hearing and vision screenings on children three (3) and four (4) years of age in a variety of settings; provides parents with child development, parenting, child health, and social readiness information; and acts as a case manager for children with special health and developmental concerns.

Education / Training Requirements:

· High School Diploma or equivalent, required; PLUS

· Two (2) years experience in an early childhood program (birth to five (5) years of age) working with at risk families, required.

Maui ISS – Multisystemic Therapy (MST) Program


Recruitment #1500. FT. The MST Supervisor provides supervision to the MST Therapists, plans, coordinates, and ensures the delivery of quality services for children and their families enrolled in the program. Geographic coverage for this position will include Maui and neighboring islands as assigned. Must be available on-call 24 hours a day / 7 days a week to support staff members and consumers.

Education /Training Requirements:

Minimum one year of experience supervising mental health professionals, PLUS at least one of the following:

  1. Psychiatrist with current Hawaii license and board certified by the American Board of Psychiatry and Neurology (ABPN), or eligible in Child/Adolescent Psychiatry; OR
  2. Hawaii licensed Psychologist in Clinical or Educational Psychology; OR
  3. Hawaii licensed Social Worker (LCSW); OR
  4. Hawaii licensed Marriage and Family Therapist (LMFT); OR
  5. Advanced Practice Registered Nurse (APRN) in behavioral health with current Hawaii license.
